The City of St. Louis and the Community Development Administration are soliciting comments on its draft Substantial Amendment and on a revised Citizen Participation Plan. The purpose of this hearing is to solicit public comments pertaining to the 2018 CAPER prior to its submission to HUD.
Specifically, CDA proposes amending its Citizen Participation Plan to reflect current project timelines for the release of its Five-Year Consolidated Plan and its Annual Action Plan. In addition, CDA proposes to reprogram Community Development Block Grant (CDBG) funding allocated and unspent in previous funding years in the amount of $3,505,279.21. It is part of the Consolidated Planning process, which is a pre-requisite to receiving funding allocations from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant, HOME Investment Partnership, Emergency Solutions Grant, and Housing Opportunities for Persons with AIDS.
The 2019 Substantial Amendment and amended Citizen Participation Plan will be available in draft form for review by any interested citizen prior to submission to the U.S. Department of Housing and Urban Development on July 31, 2019 at the City of St. Louis Central Library located at 1301 Olive Street. The draft documents will also be available for review at the offices of the Community Development Administration located at 1520 Market Street, Suite 2000.
